On 17 and 18 November 2020, the São Paulo section of the Associação Brasileira de Direito Marítimo – ABDM-SP (Brazilian Maritime Law Association) held its 2nd Congress on Maritime and Port Law, in downtown Santos. As in the first edition, Tribuna Group organised the event and Proinde was one of the supporters.
Due to COVID-19 restrictions, the auditorium of the Associação Comercial de Santos – ACS (Santos Trade Association) could not be occupied to its maximum capacity for safety; yet, the 80 seats reserved for in-person attendance were taken and hundreds of viewers followed the live-streamed two-day event.
On the first day, following a presentation by Flavia Takafashi of the National Waterway Transport Agency (ANTAQ) on the future of the port and maritime sectors, the hindrances placed by Brazilian ports on the performance of chemical ships were discussed and panels on port and maritime regulatory agenda, investments and legal certainty in these driving sectors.
IMO’s senior legal officer Jan de Boer opened day two with a presentation on the impacts of the COVID-19 pandemic on maritime transport and upcoming IMO conventions.
Proinde’s partner and ABDM member Carlos Augusto joined Mauro Sammarco, partner at Brazil P&I and current ACS president, and Giselle Villanueva, claims executive at Shipowners’ Club on interesting discussions about COVID-19 and cyber risks in the context of P&I insurance.
The event was ended with panels on the Brazilian cabotage trade and recent changes in the regulatory framework for the carriage of oil and oil products, LNG and biofuels within Brazil.
