On 7 and 8 November 2019, the International Group of P&I Clubs (IGP&I) hosted a workshop titled “Responding to Maritime Casualties in Brazil: Liability and Cost Recovery Workshop”, which was held in Rio de Janeiro. Senior representatives of the International Oil Pollution Compensation Funds (IOPC Funds) and the International Maritime Organization (IMO) also participated.
Prominent Brazilian authorities, including the Navy’s Director-General of Navigation, the Director of Ports and Coasts (DPC), the Maritime Tribunal President and the Navy Special Prosecutorship, attended the event. Our partners, Carlos Augusto and Ricardo Martins, were privileged to participate.
The speakers examined and discussed the relevance of international regimes dealing with liabilities and compensation for wreck removal after accidents and damage caused by tanker oil spills. IMO conventions such as the 1992 CLC, the 2001 Bunker Convention and the 2007 Nairobi Wreck Removal Convention have been debated, and, inevitably, the ongoing oil pollution of unknown origin currently affecting Brazil’s Northeast coastline was also the subject of discussions.

To conclude the event, the audience had the chance to participate in group exercises on hypothetical ship casualties under different liability regimes.
During their visit to Brazil, the officials from IMO, IOPC Funds and IGP&I had the opportunity to meet with the Brazilian Commission on the Coordination of IMO Affairs (CCA-IMO) to discuss the benefits of Brazil ratifying key IMO treaties and becoming a Member of the 1992 Fund.
