The objective is to modernise and provide better interaction with the collection of maritime safety norms and rules
The Directorate of Ports and Coasts (DPC) of the Brazilian Navy is responsible for issuing and enforcing maritime safety norms and rules. These are implemented and regulated through a series of so-called NORMAM (maritime authority standards).
Aiming to make NORMAMs user-friendly, DPC, together with the Directorate of Hydrography and Navigation (DHN), reorganised their standards, which were grouped into eight categories according to the subject covered, namely:
- Series 100 – Waterway and Port Work (AP)
- Series 200 – Ships (EM)
- Series 300 – Surveillance and Security (FS)
- Series 400 – Environment (MA)
- Series 500 – Hydrography and Navigation (HN)
- Series 600 – Navigation Aids (AN)
- Series 700 – Maritime Meteorology (MN)
- Series 800 – Lighthouses Usage Charges (TA)
The renumbered NORMAMs will feature a new structure, standardised formatting and layout to facilitate consultation. DPC will edit series 100 to 400, while DHN will compile the standards grouped under series 500 to 800. The revamped publications will have a clickable summary, including a searchable glossary.
The table below indicates some of the main categories of NORMAMs relating to ship security and connected matters, effective from 2 October 2023:

It should be noted that although the standards will be thoroughly rearranged, DPC does not anticipate any changes to the contents of the relevant maritime authority regulations.
