Due to the ongoing coronavirus pandemic, disembark of foreign crewmembers and passengers is restricted until at least 24 May 2020. Currently, the landing of foreigners is exceptionally authorized only for emergency medical care or direct repatriation to the country of origin, at the discretion of the immigration (Federal Police) and port health (ANVISA) authorities.
On 24 April 2020, ANVISA released Technical Note 86/2020 setting out the procedures for reporting repatriation of foreign nationals who are on board vessels at Brazilian ports or remain in quarantine at a hotel after having disembarked from a ship, or a flight during connection or stopover at Brazilian airports.
The carrier (or the shipping agent on its behalf), is responsible for the stay of foreigners in the country, as well as for arranging their repatriation and procuring prior permission from the Brazilian Ministry of Foreign Affairs (MRE). Before confirming approval of the exercise, MRE will check with its counterparts in the country of destination if the return of the crewmember or passenger will be allowed.

Given the closure of air borders in many countries and the scarcity of flights in and out of the country, crew changes and repatriations in Brazilian ports are strongly discouraged, except, of course, if emergency medical assistance is needed.
