ANVISA suggests stricter measures to contain variants

The National Health Surveillance Agency (ANVISA) suggested that the federal government suspends the exception for the entry of foreign crewmembers arriving to join vessels and platforms in Brazil. Interministerial Ordinance 653/2021 allows seafarers from countries with circulation of SARS-CoV-2 variants to enter the country by air or sea, as long as they provide a negative PCR test and do not report any symptoms in the Traveller’s Health Declaration (DSV) form. However, they still have to undergo a 14-day quarantine before signing on.

The proposal prohibits the entry of all foreign seafarers from countries with reports of virus variants. Currently, flights from the United Kingdom of Great Britain and Northern Ireland, the Republic of South Africa, and the Republic of India are banned. According to the suggestion from the port health authority, Brazilian citizens coming from these countries would have to undergo a compulsory 14-day quarantine upon landing.

ANVISA’s recommendation will be evaluated by an interministerial group formed by the Chief of Staff, the Ministry of Justice and Public Security and the Ministry of Health, which are jointly responsible for decision-taking on exceptional and temporary entry restrictions to curb the spread of the COVID-19.

Since early May, Brazilian port health authorities have tightened controls on crew changes since the first cases of the India variant were detected on a bulk carrier in the northeastern port of Itaqui, in São Luis.
