In the context of the COVID-19 pandemic and to ensure continuity of the maritime trade, Navy’s Directorate of Ports and Coasts (DPC), representing the Brazilian Maritime Authority, granted automatic extensions for a period of up to 120 days to certificates and documents that expire during the period of the lockdown imposed by federal and local health authorities.
Certificate of seafarers and shoreside professionals
– Certificates of competency and proficiency of seafarers valid until 31 July 2020;
– Personal data labels in Brazilian seaman’s book (CIR) valid until 30 June 2020; and
– Complementary course and training certificates valid until 31 July 2020 and issued by institutions accredited to the maritime authority for non-crew professionals and non-waterways crew members
Certificates of ships and platforms
– Permits for the operation or permanence of foreign-flagged vessels in Brazilian waters valid until 31 July 2020;
– Annual, intermediate and renewal surveys relating to statutory certificates issued under conventions from the International Maritime Organization (IMO) and Brazilian Maritime Authority Standards (NORMAM) scheduled until 31 July 2020;
– CLC 69 certificates valid until 31 July 2020;
– Statements of compliance for operation in Brazilian waters; and
– Condition survey statements for bulk carriers
The extensions are detailed in DPC Ordinance 85 and DPC Ordinance 86 (in Portuguese), which DPC communicated to IMO on 14 April 2020.
