Brazil’s president issued Decree No. 10,319, published in the Official Gazette of 14 April 2020, which reorganises the National Commission of Port Authorities (Comissao Nacional das Autoridades nos Portos – Conaportos) to develop policies for assessing and coordinating the performance and efficiency of port activities and services provided by public bodies and entities, and to update the national port system with best practices and international standards.
The revamped Commission will be chaired by the Ministry of Infrastructure (Secretariat of the Ports) and comprise members of the Chief of Staff, and the Ministries of Justice and Public Security (Federal Police), Defence (Navy), Economy (Customs) and Agriculture. The federal regulatory agencies for health surveillance (ANVISA) and waterway transport (ANTAQ) will also participate.
Conaportos members will meet quarterly, or earlier, as needed, in person or videoconferencing. Sectorial associations and public and private entities participate in the meetings, by invitation and without voting right, and contribute to the formulation of procedures and routines for the port sector through thematic working groups (Technical Committees) created by Local Commissions of Port Authorities.
Federal Decree 10,319/2020 also restructures the National Commission of Airport Authorities (Comissao Nacional das Autoridades Aeroportuarias – Conaero) in a similar fashion. The organisational structure and functioning of Conaportos and Conaero should be regulated within the next three months.
