Procedures for International Phytosanitary Certificates updated

The Brazilian Ministry of Agriculture, Livestock and Supply (MAPA) has just published Ordinance 177 of 16 June 2021, which establishes new procedures and criteria for issuing the Phytosanitary Certificate in the export and import of plant-based products.

The long-awaited update allows Brazilian agribusiness to comply with the most diverse statutory requirements imposed by importing countries. To help Brazilian and other South American traders to flow their agricultural output through the La Plata Basin, the new regulation introduced procedures for exports involving cargo transhipment in neighbouring countries.

Another novelty in the standard is the provisions relating to Phytosanitary Certification in the import of vegetable goods, establishing forms and limits to prove compliance with Brazilian requirements by exporting countries.

The new Phytosanitary Certification provisions are based on updated international guidelines devised by the International Plant Protection Convention (IPPC), overseen by the Food and Agriculture Organization of the United Nations (FAO).

Under the IPPC regulation, a phytosanitary certificate is required when shipping vegetables, parts of vegetables, plant based products and other regulated articles. The importer needs the document to obtain the cargo customs clearance before the shipment arrives at the port of discharge.

Ordinance 177/2021 will enter into force on 1 July 2021.
