In its quest to disseminate information and knowledge on current issues related to this specific field of law, the Maritime Tribunal held its 8th Maritime Law Workshop in Rio de Janeiro on 13 November 2019.
Authorities in attendance included the directors of the Brazilian Navy’s Directorate of Ports and Coasts (DPC), the Directorate of Hydrography and Navigation (DHN) and the Navy Special Prosecutor’s Office (PEM), the secretary of ports and waterways of the Ministry of Infrastructure, as well as judges, lawyers, law students and representatives of the Brazilian maritime community. The manager of our Rio de Janeiro office, Jorge Tavares, and our partner Ricardo Martins were among the participants.

The event featured two panels. In the first panel, the presentation on “The Future of Cabotage”, by the Ministry of Infrastructure’s secretary Mr Diogo Piloni e Silva, brought the public up to speed with the programme entitled BR do Mar, which aims to increase cargo handling volumes and the number of ships trading in cabotage navigation with greater competitiveness, by facilitating the chartering of foreign vessels and importation of new vessels as well as tax and financing incentives to the national shipbuilding industry. DHN director Vice Admiral Marcos Borges Sertã reported on “The New Dimensions of the Blue Amazon” with the expansion of the continental shelf and the consequent increase in the limits of Brazilian territorial waters. The vice president of the Brazilian Association of Cabotage Shipowners (ABAC), Capt. Luis Fernando Resano, presented views on “The Future of Cabotage in the Perspective of the Shipowners”.
The second panel of the event comprised lectures given by lawyers who covered different aspects of decommissioning and dismantling of marine assets. Mr Ezequiel Balfour Levy spoke on “Decommissioning of Platforms: Relevant Factual and Legal Issues” while Mr Godofredo Mendes Vianna addressed the question of “Contractual Aspects on the Decommissioning of Platforms” and Mrs Meg Montana Kede de Luca closed the panel with her paper entitled “Decommissioning of Platforms: A View from the City of Rio de Janeiro”.
