Milestone tenth edition in Santos brings together top authorities and industry leaders to shape the future of Brazilian shipping, customs and port regulations
The São Paulo branch of the Brazilian Association of Maritime Law (ABDM) will host the tenth edition of its National Maritime and Port Law Congress from 25 to 27 August 2026. The three-day event returns to the Sheraton Hotel in Santos, home to Latin America’s largest port complex.
As a long-standing member and traditional supporter of the ABDM, Proinde proudly supports this milestone edition, which convenes high-ranking authorities from the judiciary, federal government, and industry to chart the regulatory and economic future of Brazil’s maritime, customs, and port sectors.
The event kicks off on 25 August with an opening ceremony featuring special lectures from Supreme Federal Court (STF) justices. Minister Cármen Lúcia will deliver an online address on gender equality, followed by an in-person presentation by Minister Flávio Dino focusing on constitutional control and legal certainty in infrastructure.
Over the next two days, discussion panels will tackle industry challenges, including the modernisation of Brazilian port legislation, the National Agency of Waterway Transport (ANTAQ) 2025-2028 regulatory agenda, UN Sustainable Transport Decade toward Net Zero targets, and “Ports 4.0” labour relationships featuring Superior Labour Court (TST) justices.
The final day covers specialised maritime processes, alternative dispute resolutions, and new customs procedures affecting port operations. Proinde senior partner Carlos Augusto Cabral will chair the seventh panel, focusing on “Harmonisation of Maritime Law – Lex Maritima 2025 and International IMO Conventions”, co-moderated by maritime lawyer João Paulo Braun with ABDM President Luis Felipe Galante and legal experts.
The event concludes with a debate on the concession of access to the Port of Santos, gathering port authority leaders and terminal CEOs, before a closing lecture on legal certainty and sustainability by TST Minister Douglas Alencar Rodrigues.
