Since last month, when the Brazilian Immigration authority took a legalistic approach to seafarers’ identity documents (SID), shipowners have been prevented from making crew changes, and some have been fined for having crewmembers without SIDs issued in the ILO C185 format.
In response to calls from the ILO and consular representations of member states to ILO C185 that still issue SIDs in ILO C108 format due to constraints caused by the ongoing pandemic, as is notably the case of the Republic of India, the Federal Police reconsidered the position.
The Immigration authority has decided that, at least through 15 June 2021, seafarers from ILO C185 signatory countries are allowed to enter the country using SIDs issued under ILO C108.
Fines that were levied under this situation, i.e., seafarers from ILO C185 countries that entered Brazil with SIDs in the ILO C108 format, will be reviewed and cancelled by order of the authority or by way of an appeal.
