The measure aims to increase the safety of navigation and ensure that domestic regulations are updated to international conventions ratified by Brazil
Brazil’s President Bolsonaro issued Decree 10,850 of 3 November 2021, promulgating a set of amendments to the International Convention for the Safety of Life at Sea (SOLAS 1974), as well as to the Annex to the Convention and the 1988 Protocol of the International Maritime Organization (IMO).
The amendments enacted by the head of the Executive Branch were adopted by the IMO Maritime Safety Committee (MSC) between 2003 and 2006. The updated regulation is already in effect, as shown in the table below.

Brazil enacted the 1974 Edition of the Convention through Decree 9,988 of 26 August 2019.
As of October 2021, SOLAS 1974 had 167 contracting states covering 98.9% of the world’s tonnage of merchant ships. In the same period, the SOLAS Protocol of 1988 had been signed by 123 states (97.7% of world tonnage).
SOLAS Convention is one of the pillars of international treaties that regulate issues related to the safety of maritime navigation to enforce minimum standards regarding the protection of human life at sea.
